My guess would be the photoelectric diode is mis aligned or some solder on one of the legs have cracked/come off and is causing a short keeping the u.v. to fire. unfortunately you'll have to take it apart to invesigate furthur.

In my experience photoelectric diodes can be hardy, but only to a point. Get your buddy to disassemble and inspect. Hopefully its just miss aligned. If its not you got to find either a replacement diode or new tracer unit. If he replaces it be very careful and use a high quality sodering iron.
