1) Yes.
2) There are rails specially designed for the MOE handgrips, but I've gotten normal rails to fit.

If it fits in your standard M4 hand guard it should fit without issue in the Magpul MOE grip. Nothing additional is required to make the battery itself fit. Are you referring to the external rails that can be added to the MOE hand guard? Those are optional and are available in either metal or polymer. The polymer rails are new so it may be a while before most online retailers start carrying them.

I have the MOE on my M4 and I don't think that battery will fit inside. I had to get a nunchuck battery to fit it. If you buy from it ebaybanned it comes with 3 rails. I'm not sure about other retailers.

Well, the inner compartment space isn't all that different from the standard hand guards so it should fit in the MOE if it fits the standard. I could be wrong though.
As The Saint stated, you may get other rails to fit but I guess it depends on the actual brand/model. Which ones worked for you Saint? |

Not the case. Minis fit just fine.
