They're both used, so anything more specific than that would depend on the unit itself. There's a number of other models of the M249 that are also used as well - the mk II and para aren't the only versions of it kicking around.
As for what's better...that's all relative. What will you be using it for? If I'm sitting in a prepared position and just have to sweep back and forth between a left and right of arc, I'd take something with a longer barrel and full stock (Mk II, Mk 46 or even just the plain ol' M249). If I had to jump out of a plane with it, I'd probably take the E3 or E4 because it's a lot shorter and easier to move around with. |

A lot of the Marine pictures of the 249 Para I see have a RAS rail installed; it seems intended as a big automatic rifle that can be fired on the move.
A few exmaples: http://www.forcerecon.com/images/strong/25aw.jpg http://upload.wikimedia.org/wikipedi...SAW_Gunner.JPG (warning: huge ass pic) http://media.militaryphotos.net/phot.../cgo.sized.jpg http://media.militaryphotos.net/phot.../bmv.sized.jpg (if you look closely you'll see part of the RIS rail cover below the rear of the front dude's helmet)

You can put a rail on the feed cover of any model 249. I highly recommend the para, one quick twist and fold and you're ready for CQB if you want. Mine came as a para, then I swapped in Mk II parts, then put it right back to para. Much nicer to play with. I also highly recommend the G&P RIS front end, very nice piece of kit and solid.
