Its really up for debate... The common go-to pistol for Quietness is the TM Mk23 NBB. I've heard them in person and they're pretty much a whisper with a punch.

I've converted WE pistols into single action (You have to rack the slide for each shot) suppressed machines before. And the one i've made was much, much quieter than the MK23, but doesn't have the same velocity/punch behind it.

Quietest pistol would be a NBB socom gemtech oasis. The trigger pull is long but its stupid accurate with 30's it shoots around 400fps outta the box. The gun is cheap (round 100 bucks) mags are cheap (20 to30 bucks) and its whisper quiet for a gas gun. Almost ad quiet as my vsr10. And verry few moving parts so it shouldnt break quickly.

The best quite pistol out there is probably the tm MK23, get ready to spend a ton if you want one though. EBB's are also really quiet but they kind of suck.

Another option is a non blowback pistol (like the MK23), they are somewhat quieter than their blowback counterparts. A socom gear gemtech oasis/kjw mkI would be a decent option.

Edit: What they said ^

they don't call the marui MK23 NBB the "cheater meter" for nothing
About as quiet as a gopher fart, and actually gets good range and accuracy too

That is true If you can get your hands on one and don't mind running NBB than it's something to look at. Those things are silent (no recoil or slide movement noise), damn good range and accurate airsoftwise. Especially with extended barrel (Mk23 has long ass detachable silencer). Guy put a bb into my back from about 50ft at night through a school bus window. I had no idea where it came from at the time I asked questions afterwards and found out that it was a damn pistol...

The TM MK23 is quieter. Even more so with a rifle can on it. With the TM tracer suppressor, it's down range report has been passed off as,

"what was that?"
"Oh probably nothing...hit! Phucker!!!"

The oasis is quiet but the inner barrel sticks out to nearly the end of the outer. It could have been quieter if they stopped it short an inch or so making use of the outer to silence a bit. As long as it is, trying to mount a suppressor would be crazy.

I love my kjw mk1 (same as the Gemtech)! I played a couple weeks ago and tagged 2 guys from about 40 feet away and they had no clue where I was It was a great feeling.
For the price the mk1 or Gemtech.. Personally if I had the cash I would get the MK23.

TM MK23.
Quiet and accurate.
We were out sighting guns last Sat, and I pulled my pistol and laser rangefinder, and was hitting a guy at 43 yards almost every shot, i was using 28's to.
Also, mags are 22 dollars from Evike, so super cheap for mags

I love that gun so much!

My only qualm with the MK23 is that I often drop mags when used with one of my holsters. Forget who makes it but it was the only one I could find that would fit at that time.

The oasis is hilariously quiet when it has a modified valve to shoot <350. Very quiet gun.

Stock? TM Mk23. But you can buy 3 oasis for 1 Mk23.
