Airsoft Innovations in Ontario make the Tornado grenade. It comes able to use bb's but there's a cheap conversion kit they sell to make it more like a flashbang.

Have you had luck contacting them?
Their prices are in USD, which leads me to think they are a US firm? Any "Replica" grenade would be siezed at the border....

Acually, the distraction device is on hold for the moment according to Carl, some issues came up that don't make them 100% reliable so they're being held back for now.

AI is finalizing the distraction device conversion kit, but the price is fairly low cost, and is louder than the madbull stun grenade. The final cost for the grenade and the DD kit will provide you with a solution that provides flexibility on what function you require for your operation for way less than the cost of two different grenades.

I've purchased Tornados from them. The are in Canada, in Ontario. There is a currenct selector on the site that's a drop down menu, USD, CDN, Pounds and Euros. Pick your poison.
