Notwithstanding earlier comments...Yes, but having your Ham ticket does absolutely squat for allowing you to
legally possess and use the VX-177 on the frequencies assigned to FRS/GMRS. What it does though is allow you to legally possess the radio and use it for it's intended purpose within the designated 70cm amateur frequency band. Generally, having your ham ticket does give you some leeway to experiment with radios that would otherwise be off-limits to you, and the process of obtaining your ticket will teach you about radio fundamentals, but in no way does the ham ticket authorize you to use those radios anywhere but within the designated amateur bands.
I sincerely hope that from earlier postings, nobody has gotten the idea that a ham ticket somehow gives you permission to use ham gear on FRS/GMRS or elsewhere for that matter. That is simply not true. However, a wise man once said, "...Better to beg forgiveness than ask permission."
