Not entirely true. If an individual has a permit to import prohibited items, it's a piece of cake. Getting such a permit on the other hand, isn't.

Don't mean to thread jack but what about internal canadian flights? Someone stated before that you can take them as checked luggage but would you not need a PAL etc. to go through all the correct procedures? Or is just a locked gun case and all the other basic safety procedures enough?

Ibby, are you talking about a license to import prohibited firearms, or prohibited devices? If you're talking about the latter, no individual can possess one. Only a business can, hence the term "Business Firearms License". And individual can own a business and the business can possess the license, but the individual can't possess the license.
And a 12-class license is even more rare, and getting more rare each year.
