It's not a red dot, I'm 99% sure that's a normal 4x32.

Hmm, could be either one just by looks... Google Acog reddot, and Acog 4x32, and you get very similar looking optics.

He doesn't know what base gun it is since he built it off parts and the battery goes in the stock.

Its gotta be TM, since the TMs are the only ones that can use Milled style receivers (or custom stamped ones), while ICS is pretty much limited to what they have now (stamped only).
