One: hook it up to a good charger with the proper end of cycle determination. This will charge the battery with out damaging it. If you can determine the cell mfg. then you can look up the specs for that cell size and chemistry.

Two: Probably the same or close to any other AEG for a battery of the previous determined mAh.

Three: The battery is most likely NICAD or NIMH. NOT LITHION. (Lithion packs are usually CLEARLY marked as such and are professionally made (it requires a license I belive) because of the required protection circuit to prevent the battery from going boom if there is weird stuff done to it (short, nasty charge, etc).) If you attempt to charge an Lithion battery with a normal charger there is the significant fire risk. Again to determine the chemistry try and determine the mfg of the cells and look up the specs.

little something about li-ion and li-po packs

First you dont need any permit to build a pack, because they still are under "experimental" stage. You don't ever have to be over 18 to buy some cells.

second there is only 2 ways of bursting a li-po or li-ion pack.
1-short it when there is some charge in it (a completly dead pack wont do anything) well duh any battrie will break this way....
2-charge it with anything else than a charger specially made for it, or over charge it (above 1 amp/hour)

these li-ion pack are not that bad, because they usually are made in the same hard container as any other battrie.., but li-po packs look like some small bags, made out off something like the ration metalic bags. they are easy to break, and they will short if it happens.

it won't go boom instanly, it will mostly inflate up to 2-3 times it size, and then leak a lot of instable material (acid and poisonous gaz) witch can cause fire. Be carefull though. If the pressure inside the cell is getting too high too fast (ie you short it really baddly when full charge) it might burst.
