Is this an issued sling for a C7A2?

Yes, it's the Patrol sling, though I wouldn't trust yours, the straps are old and worn

Do you have a regular length M16/C7 or do you have a carbine stock or shortened barrel?

I do know how to attach it, but those make a difference. On an M4 length rifle, this sling will not work and it won't attack properly to a Carbine stock.

No worries, but a word of warning: The known weak points of this sling are the little plastic plates and the string/rope that allows the sling points to attach to the rifle.

I've yet to have those plates go N/S on me, more often I saw it was the button itself from people using the tab (last diagram). Still my most favourite sling, even if there are "newer" and "better" slings out there.
