TLP EXPRO Charger Fuse Popping

I am not sure what is going on here but my EXPRO keep popping fuses whenever a battery is connected to it, even dead ones.... without a battery hooked up, I can plug it in and it turns on. But when a battery is connected the fuse pops. Even if I plug the battery into the unit without plugging it to the wall, the fuse pops. It was working fine the other day and now it;s not. Please help, I don't want to have to buy another one.... Thanks in advance.

and yes I followed the instructions and dialed it to the lowest setting.. lol

Sounds like a dead short in one of the solid state components. It has a 3 year extended warrent for residences of Hong Kong.
Time to get out your VOM and start trouble shooting the circuit board. Look for like an LM317 or a zanier diode that’s gone south on you. Or if it uses one of the TI family Lipo single chips look here: http://focus.ti.com/lit/ds/symlink/bq24103.pdf
