Need Help with my KSC TP9

I recently disassembled it for cleaning but im unable to put back the top cover on. (piece #110 for those who have the schematics)

I believe it is because i could not lock piece #16 and #18 together. Even if i put the screw (#20), i can still remove the top piece.

Any help would be appreciated.

I know it is not the good one but you can see the tmp's piece 13 and 18 which are the same as my 16 and 18. Im guessing i need to lock those two together before i screw the top part.
