Help Me ID This Armor Please

I'm still calling BALCS Maybe I am just convincing myself, but I actually do see the three columns of PALs going down the front. You can see the left one most clearly at the bottom underneath the glove. The middle one can be infered because of the way the comms wire runs underneath it at the top. The right column is a bit harder to see in the original pic.

There's also the kinda lip at the bottom where he has two carabiner, as for the shoulder straps, operators often customize their stuff.

My guess is along the lines of the SOTECH plate carrier, from the look of the shoulder straps. The cummerbund-ish thing throws me for a loop though.

the plate carrier only have side straps, while the armor here covers the entire side
