Spikes Tactical Havoc(37mm Flare Launcher)

Hi. I know that you cant import an m203, but what about a flare launcher? Specifically the Spikes Tactical Havoc flare launcher? It does look like an m203 , but isn't an m203 not a firearm but a blah blah blah... Anyways Ive never seen one on the Canadian market so any input on this would be much appreciated.

its an uncontrolled firearm

AFAIK yes, should you import it yourself? NO, why?
ITAR requires a permit to export (from united states) If you're rich you can buy an actual colt m203 (not considered as firearm as of right now) for like $8-16k |
